Job Description

The Coordinating Office for Global Health, Global Disease Detection (GDD) Program, is seeking Senior Public Health Advisors for positions at GDD Regional Centers in Guatemala, Kenya, and Thailand.

Position: Public Health Advisor, GS-685-14, or comparable Commissioned Officer grades

Duty Locations: Guatemala, Kenya, Thailand (three positions)

The Global Disease Detection (GDD) Program is CDC’s principal and most comprehensive program for developing and strengthening global capacity to rapidly detect, accurately identify, and promptly contain emerging infectious disease and bioterrorist threats that occur internationally. A central focus of GDD is the establishment and expansion of GDD Regional Centers, particularly in resource-constrained locations. CDC operates GDD Centers in Thailand, Kenya, Guatemala, China, Egypt, and Kazakhstan. A new Center is being established in India. Centers collectively build global economies of scale to combat today’s complex emerging infectious disease threats by leveraging and connecting assets.

The primary focus of these positions is to provide management and programmatic support and leadership for CDC Global Disease Detection Program activities in GDD Regional Centers. The persons selected are assigned to a GDD Regional Center and serve as a principal advisor to the in-country GDD Coordinator and GDD Program Directors on a variety of issues that affect multi-functional program activities in the host country.

Initial placements will be made at GDD Centers in Guatemala, Kenya, and Thailand. Placements at other GDD Centers may be made in the future.

Areas of responsibility include:

1. Work with the GDD Coordinator and GDD Country Program Directors, as well as GDD staff in Atlanta and in the country office, and partners to plan and coordinate program activities and evaluation, including:

· Managing GDD Monitoring and Evaluation activities and reporting requirements.

· Coordinating and overseeing GDD requests for information, reporting, and funding reports and proposals.

· Developing and preparing GDD reports and advocacy documents.

· Pursuing new opportunities for GDD support and funding.

2. Assist in programmatic oversight and supervision of GDD core focus areas, with emphasis on newer areas, including emergency response and preparedness, risk communication, biosafety and occupational health, laboratory systems, zoonotic disease investigation and response, and information technology.

3. Provide management oversight and improvement of public health program operations in accordance with GDD Program and country partner goals and objectives.

4. Assess functions internal or external to the agency to define requirements, integrate program activities, assess impact, and/or make decisions on use of resources.

5. Prepare an annual GDD country-based budget and work plan in collaboration with GDD in-country staff.

6. Advance networking between GDD-funded programs and others partners.

7. Manage and oversee GDD funds and a variety of grants, cooperative agreements, and awards to assure their effective and efficient execution. Know pertinent CDC policies, procedures, and regulations, such as IRB guidelines.

8. Work with GDD staff on proposal development, grant writing, and other fund-seeking tasks. This includes the leveraging of GDD funds and programs in working with other agencies and donors in the process of seeking extramural funds, and in the process of overseeing their optimal use for achieving overarching GDD objectives.

9. Coordinate with the Overseas Business Manager to provide the most comprehensive technical, administrative, and management advice and assistance pertinent to the GDD Program.
