The Henry M. Jackson Foundation (HJF) is seeking an HJF Management Specialist- Nigeria for the U.S. Military HIV Research Program (USMHRP) located in Nigeria. HJF provides administrative and management support to USMHRP.
The U.S. Military HIV Research Program, MHRP plays a vital role in Nigeria through its HIV prevention, care, and treatment work and vaccine development efforts. The U.S. Department of Defense HIV/AIDS Program Nigeria (DODHPN) is a key contributor to the Presidents Emergency Plan for AIDS Relief (PEPFAR) in Nigeria. This internationally recognized program is looking for an exceptional candidate to support this endeavor. MHRP and DODHPN receive operational support through the Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) and Medical Research International Ltd/Gte (HJFMRI). HJF is seeking to fill an HJF Management Specialist position in Nigeria to help manage MHRPs and Medical Research International Ltd/Gte (HJFMRI) efforts.
Background: U.S. Department of Defense HIV Program-Nigeria (DODHPN) supports the United States Military HIV Research Program (MHRP) through its partnership with the Nigerian Armed Forces to develop and provide the prevention, diagnosis, care and treatment activities necessary to establish a comprehensive continuum of HIV/AIDS care. In collaboration with other United States Government (USG) partners in Nigeria, DODHPN supports PEPFAR objectives as both a USG Agency and implementing partner to build and expand upon existing military clinical and laboratory infrastructure to enhance the prevention, care and treatment efforts. Field sites for the NMOD/DoD HIV Program are based in 20 military locations in thirteen cities across Nigeria, serving military, military beneficiary and non-beneficiary civilian populations. By leveraging existing infrastructure, training and capacity, additional funding streams such as Military Infectious Disease Research Program (MIDRP) and Global Emerging Infections Surveillance (GEIS) and other investigative activity funds to further USMHRP objectives in Nigeria.
Responsibilities:
1. Provide administrative and operational support to all DODHPN activities.
2. Oversight and management of HJF financial and human resources and other personnel.
3. Oversee monthly and quarterly assessments and budgetary forecasts of Walter Reed and HJFMRI Ltd/Gte financial performance against budget, financial and operational goals.
4. Provide signatory authority for in-country HJF-MRI funds.
5. Assist and support administrative liaison activities between the DODHPN country office (Abuja), MHRP Program Office (Rockville), and HJF Headquarters offices.
6. Develop and maximize capabilities of local staff to perform operations independently through training, facilitation, and enablement.
7. Manage, support and facilitate administrative (HR/Payroll/Accounts Payable, HJF supported IT, General Services) support to country team and various consultants, sub-grantees and partners.
8. Evaluate, streamline and ensure HJF and USG policy compliance for administrative, management and financial support systems as directed.
9. Supervise all HJFMRI Ltd/Gte. Administrative, General Services, Contracting and Grants and Financial teams in support of country programs.
10. Assist program teams with budget formulation, monitoring and adjustments as required and directed.
11. With Country Director and country and U.S. based HR personnel, instigate and manage a team building program for country staff, including formal training, personal and professional peer support, mentoring, and professional development.
12. Assist and facilitate all public relations, recruitment and new partner search/funding source and program expansion/improvement activities as directed.
Minimum Education: Bachelors Degree in Business Management, International Operations or a relevant technical field (Masters Degree is preferred). Degree/Certification in finance/accounting is desirable.
Minimum Experience: 5 to 7 years of experience in administrative management and leadership experience managing complex, multi-sector programs. 2 years of experience in managing U.S. government grants and contracts. International development management and leadership experience with programmatic and administrative duties is preferred. Experience with other donors and working USG agencies would be an added advantage. Experience in training subordinates and facilitating local employee development
Organizational Skills: Must be highly organized with abilities to prioritize, multi-task and take initiative. Excellent analytical, oral and written communication skills. Planning & organizing; Team building; HR and programmatic personnel issues; Networking and collaboration; Ability to maintain confidentiality, exercise discretion and sound judgment. Knowledge of in-country current social, political and economic circumstances will be an added advantage. Very good knowledge in Microsoft Office applications is required.
Travel: Willingness and ability to travel frequently
