The Center for Medical Technology Policy (CMTP) is seeking a Senior Clinical Director to lead efforts related to the development of collaborative projects to promote the generation of new clinical research on new and emerging medical technologies. The work bridges the scientific and policy arenas, requiring technical knowledge of clinical study design as well as a knowledge of the policy context for comparative effectiveness research.

The Senior Clinical Director will plan, monitor and coordinate projects that provide a methodological framework for the design of comparative effectiveness research with an emphasis on real-world, prospective designs. Working with diverse stakeholders and a team of CMTP staff, the Senior Clinical Director will lead efforts to identify the critical research gaps, design the appropriate studies, and guide advisory workgroups charged with making sure the research continues to meet the needs of patients, consumers, clinicians, payers and policymakers.

The Senior Clinical Director will also be responsible for ensuring the clinical accuracy and clarity of CMTP’s products to an audience of key stakeholders, including clinicians, product developers, payers, and policy makers. In doing so, he or she will serve as a catalyst to influence the development of rational and evidence based policies to inform the priorities and study designs for new comparative effectiveness research.

The Senior Clinical Director reports to the Vice President of Programs, and will participate with the Director and Vice President, Programs and other senior staff to develop new projects and funding sources.

Qualifications for the Position

· An MD, RN or other advanced degree with substantial clinical training

· Three or more years professional/clinical experience and background in clinical trials design, clinical epidemiology and/or health technology assessment

· Exceptional ability to critically appraise methodological strengths and weaknesses of clinical studies

· Skill in analyzing issues and developing/presenting facts and recommendations or solutions in clear, concise, and logical terms, both orally and in writing

· Demonstrated excellence in organizing and managing projects

· Experience working with and mentoring junior staff

· Experience interacting professionally with diverse individuals and organizations, including senior government and policy officials, and senior leaders from a wide range of private sector health care organizations

· Excellent oral presentation skills

· Substantive knowledge of medical technology adoption at a payer/provider setting and coverage policy preferred.

· Experience writing NIH or AHRQ grants highly desirable

· Ability to function effectively in an early stage, rapidly growing non-profit organization

Salary is commensurate with qualifications and experience. We are open to candidates with either part-time or fulltime availability. CMTP offers health and retirement benefits. The work location is Baltimore, MD. Moderate travel is anticipated.

CMTP is a private, non-profit organization that provides a neutral forum in which patients, clinicians, payers, manufacturers and researchers can work together to design and implement prospective, real world studies to inform health care decisions. The primary goal of CMTP is to improve the process for generating credible and timely information about the real world risks, benefits and costs of promising new medical technologies.

Funding for CMTP comes from a blend of membership contributions from health plans and medical device and pharmaceuticals manufacturers, as well as foundation grants, such as the California Healthcare Foundation, the Blue Shield of California Foundation, and the Commonwealth Foundation.

CMTP is a recognized leader in the emerging field of comparative effectiveness research, focusing its work in four major areas:

· Identifying the most important unanswered clinical research questions according to health care decision makers (Priority Setting)

· Designing studies to efficiently address those questions (Think Tanks and Effectiveness Guidance Documents)

· Building a collaborative framework and funding model in order to get the studies done (Facilitated Research)

· Developing practical tools or solutions to circumvent barriers to implementing the types of studies that will meet decision makers’ needs (Applied Methods and Policy)
