Job Description

The Center for Medical Technology Policy (CMTP) is seeking a Senior Project Manager to plan, monitor and manage projects aimed at improving the process for generating reliable and credible information about the real world risks, benefits and costs of promising new medical technologies. Projects include research studies, stakeholder meetings, and guidance documents focused on comparative effectiveness of health care interventions. The work bridges the scientific and policy arenas, requiring technical knowledge of retrospective and prospective study design as well as knowledge of the policy context for comparative effectiveness research.

Job Description

The Senior Project Manager position for CMTP has managerial, research, and administrative responsibilities:

§ Managerial--Manages multiple projects outlined as deliverables in CMTP’s grant contracts, ensures deadlines are met and oversee content creation and development. Creates project work plans and coordinate activities between CMTP’s Director, Senior Advisors, Research Associates and other team members. Build project budgets and monitor associated expenses.

§ Research--Works collaboratively with other CMTP staff and academic partners to prepare grant and contract proposals for work pertaining to the topic of comparative effectiveness research or medical technology policy. Designs, coordinates, and conducts original research, interviews, literature reviews, and policy analyses to guide formation and implementation of rational medical technology policy. Summarizes this research in manuscripts and reports for CMTP government and private clients. Advises project team on clinical research design proposed for conducting real-world, comparative effectiveness research.

§ Administrative: Prepares meeting summaries. Provides oversight to junior staff in order to organize internal and external meetings, schedule participants and venues, and create agendas. Facilitates meeting discussions as requested.

Qualifications

· 2-5 years work experience in related field. Doctoral degree (e.g., epidemiology, public health, public policy) preferred. Undergraduate degree in life or physical sciences preferred.

· Demonstrated breadth of knowledge of health care issues, health policy, and health care programs, particularly with respect to issues regarding medical technology

· Solid understanding of health services or clinical research methods

Significant or sustained project management experience

Experience interacting professionally with diverse individuals and organizations, including high-level executives in the health care industry, senior academic, and other policy makers

Strong research and analytic skills with the capability to apply knowledge outside of one’s immediate functional area

Demonstrated excellence in written, oral, and interpersonal communication skills.

Strong motivation, adaptability and organizational skills that support the management of multiple priorities

Proven leadership skills and commitment to working in a team environment

Ability to work effectively with limited supervision

Salary range is $70,000 - $100,000, commensurate with qualifications and experience. CMTP provides health and retirement benefits. A higher salary range may be considered for exceptionally qualified candidates. The work location is in Baltimore Maryland. Moderate travel is anticipated.

CMTP is a private, non-profit organization that provides a neutral forum in which patients, clinicians, payers, manufacturers and researchers can work together to design and implement prospective, real world studies to inform health care decisions. The primary goal of CMTP is to improve the process for generating credible and timely information about the real world risks, benefits and costs of promising new medical technologies.

Funding for CMTP comes from a blend of membership contributions from health plans and medical device and pharmaceuticals manufacturers, as well as foundation grants, such as the California Healthcare Foundation, the Blue Shield of California Foundation, and the Commonwealth Foundation.

CMTP is a recognized leader in the emerging field of comparative effectiveness research, focusing its work in four major areas:

· Identifying the most important unanswered clinical research questions according to health care decision makers (Priority Setting)

· Designing studies to efficiently address those questions (Think Tanks and Effectiveness Guidance Documents)

· Building a collaborative framework and funding model in order to get the studies done (Facilitated Research)

· Developing practical tools or solutions to circumvent barriers to implementing the types of studies that will meet decision makers’ needs (Applied Methods and Policy)
